Reps. Derek Kilmer (D-Wash.) and Tom Graves (R-Ga.) are leading a bipartisan panel of lawmakers developing recommendations to improve the workings of the Capitol. The House Select Committee on the Modernization of Congress is looking at improvements in areas ranging from staffing and technology to members’ relationships across the partisan divide.
